AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
